SB 378 started as an HOA reform bill. Bipartisan sponsors, boring subject matter... the kind of thing that passes without anyone paying attention. Then on October 22, the entire bill was gutted and rewritten overnight. New title. New content. The HOA provisions disappeared and in their place... a bill to defund Planned Parenthood by removing them as a Medicaid provider.
The new title, "Align Medicaid Eligibility with Federal Law," makes it sound like a routine paperwork update. Just getting our state rules to match the feds. Nothing to see here. Except "aligning" with federal law in this case means choosing to cut off a specific healthcare provider. The feds gave states the option. NC chose to exercise it. That's a policy decision, not a compliance requirement.
It passed the House 61-47 on a straight party-line vote. The original Democratic sponsors from the HOA version are still listed on the bill. Their names are attached to legislation they almost certainly didn't sign up for.

What was hidden inside: The House committee substitute completely removed the original Medicaid content and replaced it with provisions requiring disenrollment of Planned Parenthood as Medicaid providers, then was later replaced with comprehensive HOA/condominium association reforms covering contract limitations, fines, liens, mediation requirements, complaint processes, and license plate reader regulations.
