What It Actually Does
The bill removes carbon emission reduction goals, delays carbon neutrality planning, and makes it easier for utilities to increase customer rates for power plant construction costs.
The bill eliminates the State Utility Commission's goal to reduce carbon emissions from electric facilities by 70% by 2030 and delays carbon neutrality planning deadlines by over 4 years. It also broadens circumstances under which utilities can include construction work in progress in rate calculations for baseload facilities, allowing rate increases outside normal processes.
Why the name is misleading
The title promises 'affordability' but the bill actually makes it easier for utilities to increase customer rates, while 'security' language obscures the removal of clean energy transition goals.
