What It Actually Does

The bill dramatically expands private school vouchers by increasing funding from $415 million to $825 million and removing income eligibility caps, allowing all families regardless of wealth to receive taxpayer-funded scholarships for private schools.

HB 823 massively expands North Carolina's Opportunity Scholarship program by nearly doubling annual funding over several years and creating a universal voucher system where even wealthy families can receive up to 45% of per-pupil state funding for private school tuition. The bill also increases funding for special needs vouchers and removes previous income restrictions that limited scholarships to lower and middle-income families.

Why the name is misleading

The title suggests the bill simply eliminates waitlists for existing programs, when in reality it fundamentally transforms North Carolina's school choice landscape by creating universal vouchers and redirecting hundreds of millions in taxpayer funds from public to private schools.
